Summary The Internet based e-market for small-scale public procurement (deliveries) offers accessible, transparent and competitive environment for optimizing the process of choosing the best supplier. It is implemented as an initial pilot project for the Ministry of Finance, based on the Law for public procurement and Regulations for small-scale public procurement (under the defined limits).
Basic principles The e-procurement market is implemented following the standard principles of e-bidding systems, namely:
 Accessibility equally granted opportunities for all the registered members, visibility of all the projects to public
Transparency each supplier offer details are visible up to the level chosen by the customer (stated administration)
Competitiveness the customer has access to the larger set of potential suppliers and by using the bourse-type instruments to stimulate the competition to obtain best offer (price/time and quality based multiple choice criteria)
Unification the process of registration of suppliers, public tender and definition of parameters for each project are unified and standard electronic-based forms
Security, safety and non-repudiation the e-Procurement system implementation is based on secure personal identification and security policy as stated in the Law for e-signature in Bulgaria
